Women-Owned Business Enterprise

A state certification confirming a business is at least 51% owned, controlled, and operated by one or more women — often a requirement or scoring factor in public and institutional contracting.

Detailed definition

A Women-Owned Business Enterprise certification is a formal designation confirming that a business is at least 51% owned by one or more women, and that those owners genuinely control its operations and decisions rather than holding ownership on paper.

Certified versus simply woman-owned

This is the distinction that matters. Any business can accurately describe itself as woman-owned. Certification means a state agency reviewed the ownership structure, the financial control, and the day-to-day management, and verified the claim.

The review exists because the designation carries contracting weight, which creates an incentive to overstate it. Verification is what makes the credential mean something to the organization asking.

Why it appears in vendor requirements

Many public agencies, municipalities, school districts, hospitals, and larger institutional buyers operate under supplier-diversity goals — sometimes a hard requirement on a contract, sometimes a scoring factor in a bid, sometimes a target reported at the program level.

For those buyers, contracting with a certified WBE counts toward a goal they have to document. Which means the certification can be a practical prerequisite rather than a preference, and a vendor without it may not be eligible regardless of price or quality.

Our certification

Shine Cleaning is a New York State Certified Women-Owned Business Enterprise, and we are a family owned and operated business based in Newburgh. If your organization needs our certification details for a bid, a vendor file, or supplier-diversity reporting, reach out and we will send what you need.

Worth noting: the certification speaks to ownership, not to the work. It may make us eligible for a contract, but it is not a reason to hire us — the reviews and a free walkthrough are better evidence of whether we are the right fit.
